Sustainable ASAL Fodder Economy (SAFE) — legal and institutional pathway

Client / programme: African Union — Interafrican Bureau for Animal Resources (AU-IBAR) Year: 2026 Status: Final

For AU-IBAR, Wazo Africa analysed the policy and legal frameworks needed to enable the Sustainable ASAL Fodder Economy (SAFE) model — a proposal to institutionalise feed security across Kenya’s arid and semi-arid lands and unlock the value of the livestock economy. The final consultancy report sets out the institutional pathway for the SAFE model and its financing fund, the enabling legal instruments, and the steps to establish them.
