County policy-making mandate — constitutional annotation

For the AHADI programme, Wazo Africa produced an annotation of the constitutional provisions that ground county-government policy-making authority — the division of functions in the Fourth Schedule, the concurrent-mandate case law, and the intergovernmental-relations framework — for use in training county policy advisers.
