National Fodder Strategic Reserve — Policy Brief

This working brief argues for the creation of a National Strategic Fodder Reserve to buffer Kenya’s livestock economy against drought. It sets out the problem, reviews comparable food- and feed-reserve mechanisms, and proposes an institutional and legal pathway — where the reserve should sit, how it should be financed and governed, and the legislative or regulatory instrument required to establish it.
